Preliminary Document - Management and Sustainability Plan for the Historic Centre of Porto
This preliminary report constitutes the initial basis for the work of the future Management and Sustainability Plan for the Historic Centre of Porto, Luiz I Bridge and Monastery of Serra do Pilar, that we have been developing within the framework of the AtlaS.WH project.
The future Management and Sustainability Plan aims to continue the process of safeguarding this Property, that was classified in 1996, and the Management Plan approved in 2010, whose execution has continued to date.
This document has been drawn up under the responsibility of the municipal company Porto Vivo, SRU in close liaison with the Municipal Department of Culture, with support and guidance from the architect Rui Ramos Loza, and the collaboration of the University of Porto, and also of the Municipal divisions and departments and municipal companies that have responsibilities in the World Heritage territory. The document also includes studies, contributions and experiences shared within the framework of the AtlaS.WH project.
This project aims to ensure implementation of a set of objectives in line with the Vision outlined for a Historic Centre, which respects its Outstanding Universal Value, that is sustainable, attractive to residents and visitors, and integrates diverse, active and intergenerational communities, with a strong national and international dimension, which will be achieved through the conclusion and formal approval by UNESCO of the future Management and Sustainability Plan for the Historic Centre of Porto, Luiz I Bridge and Monastery of Serra do Pilar.
Indeed, the work developed to date in this field aims to continue with the good practices developed by Porto Vivo, SRU and the Municipality of Porto to protect this set of monuments, further intensifying them and expanding the scope of action to other pillars of development , in particular:

•  Revitalisation and inclusive social development;
•  Revitalisation and sustainable economic development;
•  Cultural revitalisation;
•  Environmental sustainability;
•  Integration in the metropolitan area;
•  Stimulate and maintain participation of the Historic Centre of Porto in international sharing networks.

The future Plan will constitute a strategic instrument, covering a time horizon of 10 years, which presents an action plan that encompasses 24 lines of action aimed at achieving 8 objectives, that in turn are aggregated into 4 strategic axes which aim to foster the safeguarding and appreciation of the Property.
The central objectives of the mission underpinning the strategic action lines, as reflected in this preliminary report include social, economic and patrimonial revitalisation of the listed site, covering four important strategic axes: heritage; population, housing and communities; the economy; and the environment and mobility.
The document also includes a management model, with a qualified structure that is capable of monitoring the Plan's implementation, which will periodically evaluate the impacts of implementation of its actions/projects, within its overall strategic line. In this context, central concerns of management of the Historic Centre of Porto, World Heritage site are: resolute safeguarding, policy integration, innovation and management agility.
